This is because getting your cards to total 21 is the basic premise of the game. Your ultimate goal is to have a hand value that is closer to 21 than that of the dealer, without going over 21. The dealer has certain rules of play, which he or she must abide by so there no problem with the dealer or the other players seeing the cards in your hand. If you're playing at a game where six or eight decks are being used all players cards will be dealt face up, the dealer's first card will not. Games with fewer decks are usually dealt face down. Whether your cards are dealt face up or not, don't be afraid to show the dealer or other players your cards in order to ask questions.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:Verdana;font-size:85%;"&gt;In blackjack only the value of your cards are important the suits of the cards have no meaning. The cards from 2 through 9 are the value indicated. If you have a 6 and an 8 then your hand is worth 6 + 8 = 14. The 10, Jack, Queen and King each have the value of 10. If you have a 10 and a King then your hand is worth 10 + 10 = 20. If you have a 5 and a Jack then your hand is worth 5 + 10 = 15. An Ace may be counted as either 1 or 11 depending on the other cards in your hand. If you have a 6 and an Ace then your hand is worth either 7 or 17. If you stop at this point then your hand will be worth 17. Let's say you draw another card and it is an 8. Your hand is now a 6, an 8 and an Ace. This hand has the value 6 + 8 + 1 = 15. In this case the Ace must be worth 1 otherwise the hand would be 6 + 8 + 11 = 25, which is over 21 and a losing hand regardless of what the dealer has. Going over 21 is called "busting" in blackjack. If you bust then you lose the hand even if the dealer also busts. In the case mentioned earlier (6 + Ace = 17) this is referred to as a "soft" 17. A soft total occurs when you have a hand with an Ace that can be either a 1 or 11 without busting. If you added a 10 to the previous hand (6 + 10 + Ace = 17) you would have a "hard" 17. In this case the Ace can only be counted as 1 in order to avoiding busting. With a soft total you can always draw another card with no risk of busting.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:Verdana;font-size:85%;"&gt;The dealing begins to the dealer's left and goes around the table in a clock-wise manner. The dealer makes two passes, first dealing each player one card then giving himself a card face down. On the second pass the dealer will again give each player a card and then will deal himself a second card, this time face up. This can vary in Europe and Australia where the dealer may deal his first card face up and deal his second card after all players have finished their hands. This is called "European No Hole Card Rule." In games where players' cards are dealt face up, players should not touch their cards. In games where the cards are dealt face down the players will hold their cards in their hand. You may only touch the cards one had and you must keep your cards held over the table. Any subsequent cards will be dealt face up on the table and should not be picked up. Play begins to the dealer's left and progress around the table in the same fashion as the dealing. Some of these rules may sound odd but they are there place to prevent players from cheating the casino. The faulty gene that causes the inherited disease had been discovered nearly a decade before. Researchers had made great strides understanding the biological defect, which leads to progressively worse lung disease. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p&gt;But aside from failed attempts at gene therapy, no drug companies had joined the quest for new treatments. "We were frustrated," says Beall, president of the Cystic Fibrosis Foundation. "Companies only wanted blockbuster drugs, and no one was willing to spend money on cystic fibrosis," a disease that afflicts just 35,000 people in the &lt;st1:country-region st="on"&gt;&lt;st1:place st="on"&gt;U.S.&lt;/st1:place&gt;&lt;/st1:country-region&gt; But rather than fuming, "I took the biggest gamble I ever made," Beall recalls. If the pharmaceutical industry wouldn't try to develop cystic fibrosis (CF) drugs on its own, the foundation would pay it to do so. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;h3&gt;A New Funding Model&lt;o:p&gt;&lt;/o:p&gt;&lt;/h3&gt;  &lt;p&gt;Until then, foundations devoted to specific diseases mainly used the donations they received to provide care and support for patients or to fund basic university research that usually didn't focus on drug development. Beall made the controversial decision to get private industry involved. Since then, the Cystic Fibrosis Foundation has handed drug companies $175 million, a figure that could rise to nearly $300 million if the companies reach certain milestones in the assorted projects. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p&gt;It has taken plenty of patience, but now the bold move is beginning to pay off. In late March, a partner named Vertex Pharmaceuticals (&lt;a href="http://investing.businessweek.com/research/stocks/snapshot/snapshot.asp?symbol=VRTX"&gt;VRTX&lt;/a&gt;) released results showing, for the first time ever, that a drug could actually fix the biochemical flaw in some CF patients. "When they showed us the data, it was one of the happiest days of my life," says Beall. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;p&gt;Yet there could be disappointments ahead. The experimental Vertex drug has only been given to 16 patients for just 14 days, so its long-term safety is unknown. In addition, its potential benefit only applies to a small fraction of CF patients. But the results "mean to me that we do have hope of working directly with the abnormal protein to treat the disease," says Dr. Frank Accurso, director of the CF center at the University of Colorado School of Medicine in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;Denver&lt;/st1:place&gt;&lt;/st1:City&gt;. Even better, Vertex has developed a second experimental drug that may treat a larger group of CF patients. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;h3&gt;Assay Assist&lt;o:p&gt;&lt;/o:p&gt;&lt;/h3&gt;  &lt;p&gt;The results, scientists say, prove Beall's gamble was the right move, one that has since been copied by other nonprofit groups. But when Beall first decided to partner with industry, the response was not overwhelming. "I called up five or six companies, but only two even returned my phone call," he recalls. Big Pharma wants drugs that can be used by millions of people, not tens of thousands. Then Beall heard about a company named Aurora Biosciences in &lt;st1:city st="on"&gt;&lt;st1:place st="on"&gt;San Diego&lt;/st1:place&gt;&lt;/st1:City&gt;. Its claim to fame: creating biological tests, known as assays, that could be used to screen hundreds of thousands of chemicals to look for drug candidates. &lt;o:p&gt;&lt;/o:p&gt;&lt;/p&gt;  &lt;span style="font-size: 12pt; font-family: &amp;quot;Times New Roman&amp;quot;;"&gt;At the time, "we didn't even know if it was possible to make an assay" to look for drugs to treat CF, Beall explains. CF patients have a defect in their cells. Normal cells produce proteins that create channels in their membranes, or outer shells, that enable important substances to enter and leave. Think of them like the gates of a walled city. But for CF sufferers, the gate for chloride ions and other molecules is missing or defective, causing a variety of symptoms. The most dire is that their lungs produce thick mucus that impairs breathing and fosters infections that damage the lungs. The lungs lose function at an average rate of about 2% per year. "So by age 30, patients have lost 60% of lung function," says Beall. Bob Goodlatte's, R-Va., Internet Gambling Prohibition Act, despite PayPal's growing involvement with the online gambling industry. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;Brian Bieron, senior director, federal government relations for eBay, sent a letter to Goodlatte, dated March 14, 2006, commending him and his staff for introducing "commonsense legislation" to combat illegal Internet gambling in the United States. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;Further, the letter states that the most effective solution to the problem is giving law enforcement the power to prosecute citizens who participate in illegal gambling. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;Despite holding these views, PayPal has made deals in recent months with two online gambling companies to provide them with payment services. At the end of February, PayPal's European division began permitting customers of betting exchange Betfair to deposit and withdraw funds via its service. In March, PayPal Europe announced the same services for Ladbrokes customers. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;PayPal has stated very clearly, however, that it will not do business with companies that take bets from the United States.   &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;One theory from an industry source familiar with the legislative situation is that eBay is kowtowing to Goodlatte because of his position in Congress. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;"It is true that Rep. Goodlatte chairs the Congressional Internet Caucus," said the source, "so a Net-based company like eBay would probably be inclined to be deferential to him." &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;The source added that PayPal's volatile past with New York Attorney General Eliot Spitzer may also be part of the reason for its allegiance to Goodlatte and the government. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;"When eBay and PayPal merged, Eliot Spitzer really roughed them up for PayPal's having processed payments for the Internet gambling industry. They are being contrite," the source said. &lt;/span&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;span style="font-family:ARIAL;font-size:85%;"&gt;Prior to merging with eBay in 2002, PayPal was investigated by Spitzer for processing payments for online gaming companies taking bets from New York citizens. The Taylor report says that Seneca cigarette and gambling operations together had a $588 million impact on WNY GDP for 2005. &lt;/span&gt;&lt;/p&gt;  &lt;a href="http://www.gambleperfect.com/"&gt;&lt;span style="font-family:arial;"&gt;&lt;img src="http://www.nocasinoerie.org/images/chips.jpg" align="left" border="1" height="237" hspace="8" width="111" /&gt;  &lt;/span&gt;&lt;/a&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;George M. Palumbo, chairman of the economic and finance department at Canisius College, refuted this claim. In regard to gambling revenue, he pointed out that true economic impact would be &lt;a href="http://www.gambleperfect.com/port_gamble.html"&gt;money&lt;/a&gt; coming from outside the area. Palumbo noted that 86 percent of Seneca Niagara's gambling revenue comes from Western New York. &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;The Taylor report, paid for by the Seneca Nation, is part of an ongoing public disinformation campaign waged by gambling interests. In 2005 , the Seneca Nation produced a report with similar specious claims. That report stated that Seneca casinos generated $100 million in revenue to New York State, and $72 million in payroll during 2004. Omitted was the fact that at the same time over $300 million in gambling losses came out of the pockets of local residents. &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;In 2006, the Seneca Gambling Corporation commissioned a puss-poll produce a biased survey outcome on public attitudes toward a casino.  &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;It is not surprising that a recent audit by the State Comptroller&lt;a href="http://www.nocasinoerie.org/news6.htm#24" target="_blank"&gt;&lt;/a&gt; has raised serious questions about the Seneca Gambling Corporation's business-reporting practices. &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;Politicians and political hacks often become entwined in the propaganda game. In 2005, Charles Gargano, chairman of Empire State Development (and a casino promoter with a shady past), commissioned a "study" of the Seneca Niagara Casino's impact on the City of Niagara Falls. The research work was done "in partnership with Gaming &amp;amp; Resort and Development Inc." --- a propaganda arm of the &lt;a href="http://www.gambleperfect.com/casino_gamble.html"&gt;gambling industry&lt;/a&gt;. &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;"Experts" can also be found and bought by casino interests. In 2005, Harvard University&lt;a href="http://www.nocasinoerie.org/news6.htm#1" target="_blank"&gt;&lt;/a&gt; cast aside objectivity to carry out industry-funded "research" that delivered pro-casino results. &lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span style="font-family:arial;"&gt;The abuse of information media by misrepresentation and pseudo-research was explored here in an article entitled  "Propaganda Masquerading as News".  &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-family:arial;"&gt;The casino interests can pay to plant distortions in the news. Fortunately, to tell the real casino story,  we have a  wealth of public testimony&lt;a href="http://www.nocasinoerie.org/actpage.htm" target="_blank"&gt;&lt;/a&gt;, as well as the scientific findings of professionals like  Dr. John Kindt, of Illinois, Dr. Earl Grinols, of Texas, and  Tom Grey, Former Director of the National Coalition Against Legalized Gambling.
